In the case of public issues by private sector companies, banks, financial institutions and mutual funds, Securities Exchange Board of India (SEBI) is the controlling authority. It is referred to as the capital market regulator. However SEBI does not control Government bonds or securities issued by Public Sector Undertakings. GOI bonds and state government bonds are handled and controlled by RBI. Public sector undertaking like Bharat Heavy Electricals Limited (BHEL) come directly under GOI – MOF.
