A major contribution that the HR department staff can make to the organizaÂtion is to serve as in-house consultants to the managers and supervisors of other departments. Alerting top management to contemporary issues and changes within society that affect the organization is also an important responsibility. Closely related is the responsibility of monitoring new developments taking place in the HR field and, when feasible, getting top management to adopt them.
Any consultation provided by the HR staff must be based on managerial and technical expertise. Furthermore, the staff should be concerned with the operating goals of the managers and supervisors who are their consulting clients and should help them to make sound decisions. These managers and supervisors must be convinced that the HR staff is there to assist them in increasing their productivity rather than to impose obstacles to their goals. This requires not only the ability to consider problems from the viewpoint of the line managers and supervisors, but also skill in communicating with the managers and superviÂsors.
